Children’s toys intended mainly for children 12 years old or younger generally require third-party testing by a CPSC-accepted laboratory and certification in a Children’s Product Certificate. ASTM F963-23 applies to relevant toys manufactured on or after April 20, 2024.[2]

Review the finished subscription box as one product. CPSC considers design, packaging, marketing, and expected use when deciding whether an item is a children’s product. An ordinary item placed inside a child-directed science kit may become part of that children’s product.[4]
Check whether repacking:

Since July 8, 2026, importers of most covered regulated products must electronically file certificate data through the customs entry process. Use internal screening to find obvious damage:

A basic physical subscription normally needs the adult buyer’s name, payment information, delivery address, email, and order history.

COPPA applies to covered websites and online services directed to children under 13, and to other covered services that knowingly collect personal information online from children under 13. The FTC amended the COPPA Rule in 2025, including provisions related to collection, retention, disclosure, and third-party advertising.[10]
Complete a separate review before adding child accounts, uploads, an app, a connected toy, voice recording, a public community, or personalized advertising.

Manufacturers, importers, distributors, and retailers may need to report certain hazards, defects, or violations to the CPSC. A company generally must report within 24 hours after obtaining reportable information. A reasonable investigation may be conducted when genuinely needed, but it should not delay urgent action.[11]
Do not wait for the supplier to complete its investigation before reviewing a possible reporting duty.

Questions Before Ordering
Should the first product be a subscription?
No. A one-time paid box can test demand, postage, packing, instructions, completion, and support before recurring billing is added.
What minimum order quantity is reasonable?
Use the smallest quantity that supports the supplier’s production process without creating more inventory than the business can sell, store, inspect, and replace. Compare total cash required rather than unit price alone.
How early should the next box be ordered?
Work backward from the shipment date. Include sampling, testing, production, inspection, freight, customs, receiving, packing, and a 2- to 4-week delay buffer where possible.
Can ordinary household items be included?
Yes, when suitable, but review them as part of the finished child-directed kit. Repacking and new instructions may change how the item is classified or what warnings are needed.
What should happen when a supplier is late?
Use the schedule buffer, delay the affected shipment when necessary, and contact customers before the promised date. Do not use an unreviewed replacement component to protect the schedule.
When should packing move to a fulfillment center?
Move when storage, staffing, order volume, or quality checks can no longer be controlled reliably. Test the provider with a real box and review kitting, batch tracking, replacements, returns, and error handling before transferring all orders.
